The State of Qatar called for intensifying international efforts to subject all Israeli nuclear facilities to IAEA safeguards and for Israel to join the Treaty on the Non-Proliferation of Nuclear Weapons as a non-nuclear state.

This came in the statement of the State of Qatar delivered by His Excellency Mr. Jassim Yacoub Al Hammadi, Ambassador of the State of Qatar and its Permanent Representative to the United Nations Office and International Organizations in Vienna, before the session of the Board of Governors of the International Atomic Energy Agency held in Vienna, regarding the situation in occupied Palestine and Israel’s nuclear capabilities.

His Excellency the Ambassador of the State of Qatar and its Permanent Representative to the United Nations Office and International Organizations in Vienna, stressed the need for the international community and its institutions to implement their commitments under the resolutions of the UN Security Council, the UN General Assembly, the International Atomic Energy Agency and the resolution of the 1995 Review Conference of the Non-Proliferation Treaty, which called on Israel to subject all its nuclear facilities to the IAEA safeguards system, noting that some of these resolutions explicitly called on Israel to join the Non-Proliferation Treaty as a non-nuclear state.

His Excellency explained that all countries in the Middle East region, with the exception of Israel, have become parties to the Non-Proliferation Treaty and have effective safeguards agreements with the Agency. He pointed out that Israel persists in its aggressive policies represented by increasing extremist calls for the forced displacement of the Palestinian people, intensifying military campaigns against West Bank cities and camps, stopping the entry of humanitarian aid into Gaza, and continuing to ban the work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

His Excellency explained that the State of Qatar last week submitted a written memorandum to the International Court of Justice regarding the request for an advisory opinion from the International Court of Justice regarding the United Nations General Assembly resolution of December 19, 2024, requesting an advisory opinion from the International Court of Justice regarding Israel’s obligations regarding the existence of the activities of the United Nations, other international organizations and third countries.

His Excellency pointed out that the State of Qatar affirmed in its memorandum that Israel must commit to allowing the United Nations and other international organizations, especially the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and other humanitarian organizations to operate in Israel and the occupied Palestinian territories, and to respect and protect the property of the United Nations and other international organizations, especially schools, medical facilities, transportation and water facilities, in addition to their employees. His Excellency stressed that the international community and its institutions need to take urgent action to compel Israel to implement international legitimacy resolutions and recognize the right of the Palestinian people to self-determination and the establishment of their independent state, restore security and stability to the Middle East region, and spare the world further dangers.
