On November 9, 2025, Secretary of the Security Council of the Russian Federation Sergey Shoigu arrived in Cairo on a working visit, heading a high-level delegation of Russian government institutions. He was received at Cairo International Airport by Ambassador Fayza Aboulnaga, Advisor to the President of Egypt for National Security Affairs, and Georgy Borisenko, Russia’s Ambassador to Egypt.
During his visit, Shoigu is scheduled to meet with President Abdel Fattah El-Sisi and hold talks with Ambassador Fayza Aboulnaga, Foreign Minister Badr Abdelatty, and General Abdel Majeed Saqr, Commander-in-Chief of the Armed Forces and Minister of Defense and Military Production. The Russian delegation also includes representatives from the Ministries of Interior, Foreign Affairs, Justice, Industry and Trade, as well as the Federal Financial Monitoring Service, Federal Customs Service, the National Guard, Rosoboronexport, Roscosmos, Rosatom, and other major Russian institutions.
The discussions will cover a wide range of bilateral cooperation issues of mutual interest, alongside an exchange of views on pressing regional and international matters.
High on the agenda are prospects for implementing agreements reached at the highest level, particularly in the spheres of military and technical cooperation. The two sides will also explore ways to deepen dialogue between law enforcement and intelligence agencies, focusing on information security, counterterrorism, and counter-extremism efforts.
Special attention will be devoted to strategic Russian projects in Egypt, especially in trade, economy, energy, and food security, reflecting the two nations’ shared commitment to building a stable and prosperous partnership for the future.
