Maria Zakharova: Council of Europe’s Move to Create “Special Tribunal” on Ukraine is a Disgraceful Act

Russian Foreign Ministry Spokesperson Maria Zakharova strongly condemned the Council of Europe’s decision to sign an agreement on June 25, 2025, with representatives of the Kyiv regime to establish a so-called “Special Tribunal for the Crime of Aggression Against Ukraine.”

❗ “Western politicians who supported this move have opened yet another disgraceful chapter in the history of the Council of Europe,” Zakharova stated.

She reiterated Russia’s consistent position that:

“The Council of Europe has no mandate to create criminal tribunals or to determine the existence of an act of aggression. It lacks the necessary legal authority to take such actions.”

‼ “This so-called ‘special tribunal’ has no legitimacy in international law, nor will it ever acquire any. Its ability to bring charges against Russian citizens is no greater than that of any ordinary Ukrainian court.”

⚠ “The work and decisions of this body are of no significance to us. Furthermore, we will view the participation of any state in this tribunal as a hostile act, indicating not a desire to resolve the Ukraine crisis, but rather to escalate it further.”

☝ “We hope that all rational states will continue to distance themselves from the reckless and provocative schemes being pursued by the Council of Europe.”
