The European Representative gave a speech in the COP27 as follows:<\/p>\n

Dear colleagues, dear friends,<\/p>\n

The European Union is here to move forward, not backwards. Glasgow\u00a0gave us sound\u00a0foundations. Here in Sharm El-Sheikh, we want to\u00a0set out a\u00a0path forward.<\/p>\n

In Glasgow,\u00a0all of us\u00a0fought\u00a0hard to\u00a0keep 1.5 alive. We now need to implement\u00a0these plans, and\u00a0help each other\u00a0to\u00a0do so.<\/p>\n

This is the Implementation COP.\u00a0The president [of COP] has said it many times.\u00a0It\u00a0is now time to deliver.<\/p>\n

In the European Union, we\u00a0are delivering. Step by step, the\u00a0European Green Deal\u00a0is put into action.\u00a0We have committed\u00a0to cut our emissions by at least\u00a055% by\u00a02030.The\u00a0target puts us on track for 1.5.<\/p>\n

In\u00a0the past\u00a0two\u00a0weeks we\u00a0have already\u00a0agreed\u00a0three of the pieces of\u00a0domestic legislation to get this done. We agreed how to share emission cuts among our Member States, to boost our carbon sinks, and\u00a0to phase out CO2 emitting cars.<\/p>\n

We are firmly\u00a0on track to finalize all legislation to deliver our climate target by the end of this year.<\/p>\n

The current state of play will bring the actual emissions reductions to at least 57%.<\/strong>\u00a0So I am happy to announce here\u00a0today that the EU stands ready to update our NDC*, reflecting this higher ambition.<\/strong><\/p>\n

So don’t let anybody tell you, here or outside,\u00a0that\u00a0the EU\u00a0is backtracking.<\/p>\n

Don’t let them tell you that Russia’s invasion of Ukraine is killing the European Green Deal. That we are in a \u2018dash for gas’. No. Europe is\u00a0staying the course.\u00a0Actually, we’re even accelerating.<\/p>\n

We are\u00a0saving more energy, investing more\u00a0in renewables\u00a0than ever before.<\/p>\n

Russia’s war against\u00a0Ukraine\u00a0will\u00a0end.\u00a0Ukraine will\u00a0rise and prosper. The European Green Deal will succeed.<\/p>\n

The climate crisis\u00a0is\u00a0ravaging\u00a0our planet, every day.\u00a0We\u00a0need to step up\u00a0our act.<\/p>\n

We need to work faster on adaptation. The EU is\u00a0ready to make\u00a0progress on the\u00a0global\u00a0goal on adaptation.\u00a0We are ready to address loss and damage. Because\u00a0too many\u00a0countries cannot\u00a0shoulder\u00a0the climate crisis\u00a0on their own.<\/p>\n

We need to close the gap on climate finance, including by collectively doubling adaptation finance\u00a0\u2013 parties that have not delivered need to take responsibility\u00a0and need to deliver.\u00a0We need to work with multilateral banks to get the shift of the trillions going.<\/p>\n

The EU is\u00a0committed to taking concrete measures to address the gap in Loss and Damage, including new funding arrangements. But we need to trust each other,\u00a0launch\u00a0a well-designed process\u00a0so\u00a0that\u00a0we can\u00a0end with the best possible result, with the highest benefits and the most value to those that need it most.<\/p>\n

Tackling climate change\u00a0will always require multiple solutions, tailored to specific needs.\u00a0We know there is no one-size-fits-all response.\u00a0I hope we can acknowledge\u00a0this\u00a0early on, and give ourselves the freedom to move forward, without trying to answer every question now.<\/p>\n

Let us build a\u00a0Sharm El-Sheikh\u00a0process that takes\u00a0all of\u00a0us forward.<\/p>\n
