MARE Nostrum Reborn: A Pact of One Sea, One Destiny

Brussels, October 2025 — In a gesture that echoes across centuries of shared tides and trade winds, the European Commission and the High Representative unveiled today “The Pact for the Mediterranean – One Sea, One Pact, One Future”, an ambitious blueprint to rekindle the spirit of cooperation across the sunlit shores of the Mare Nostrum.

Rooted in history yet reaching toward a sustainable tomorrow, the Pact seeks to weave together the northern and southern shores of the Mediterranean through mutual trust, shared prosperity, and joint responsibility. It envisions a Common Mediterranean Space — connected, green, secure, and culturally vibrant — where cooperation transcends borders and brings tangible benefits to people and economies alike.

Three Pillars of Renewal

1. People as the Heart of Change
From Alexandria to Barcelona, the Mediterranean has always been a cradle of knowledge. The Pact places youth, education, culture, and mobility at its core.
A flagship Mediterranean University will connect students from every shore, while expanded vocational ecosystems and a new Heritage mechanism will revive cultural roots, empower civil society, and sustain tourism and the arts.

2. Economies that Bind and Sustain
Through initiatives like the Trans-Mediterranean Renewable Energy and Clean Tech (T-MED) project and StartUp4Med, the Pact aspires to nurture innovation and clean growth. It aims to modernize trade, fortify food and water resilience, and integrate digital and transport networks — turning the Mediterranean into a seamless bridge of economic vitality and environmental stewardship.

3. Shared Security and Migration Management
Acknowledging the sea’s dual role as a route of hope and a frontier of risk, the Pact calls for collective security, preparedness, and humane migration governance. A new Mediterranean Disaster Preparedness network, joint border management initiatives, and a Regional Forum for Peace and Security will strengthen resilience and solidarity across the region.

Beyond the Horizon

The Pact is designed as an open and evolving framework, extending cooperation beyond the Southern Mediterranean to include the Gulf, Sub-Saharan Africa, the Western Balkans, and Türkiye — forming a wider arc of partnership between Europe, the Middle East, and North Africa.

Its political endorsement is scheduled for November 2025, coinciding with the 30th anniversary of the Barcelona Process, while the first Action Plan will be launched in early 2026, ensuring practical implementation and participation by civil society, youth, and regional organizations.
