At the regular press conference held on November 18, 2025, Foreign Ministry Spokesperson Mao Ning addressed questions surrounding China’s decision—along with Russia—to abstain from voting on the latest UN Security Council resolution on Gaza.

Why Did China Abstain?

Responding to a question from PTI, Mao Ning emphasized that China’s stance was made clear in its official explanation of vote. She underlined several key points:

  • China supports all Security Council efforts aimed at establishing a lasting ceasefire, alleviating the worsening humanitarian crisis, and advancing post-conflict reconstruction in Gaza.
  • However, the U.S.-drafted resolution was found lacking on issues China considers fundamental:
    • It remained vague on the future administrative arrangements for Gaza.
    • It failed to firmly reaffirm core principles such as “Palestinians governing Palestine” and the commitment to a two-State solution.
  • Because the draft did not align with China’s consistent and long-standing position, Beijing chose not to vote in its favor.

China’s Continued Role

Mao Ning reiterated that China would:

  • Maintain a constructive, responsible diplomatic posture.
  • Continue supporting the just cause of the Palestinian people in their pursuit of legitimate national rights.
  • Persist in efforts toward a full, just, and lasting resolution of the Palestinian question.
