In an age where interests often outweigh principles, President Shavkat Mirziyoyev has taken an unprecedented humanitarian step, issuing a presidential decree to establish a comprehensive support system for Palestinian citizens residing in Uzbekistan, founded on the principles of state care and compassion.

The decree is rooted in the conviction that preserving human life and dignity, treating those in need with kindness, and upholding the principles of goodness and justice are an inseparable part of Uzbekistan’s faith, culture, and traditions.
Uzbekistan has embodied these values for centuries, and today it offers a practical example by hosting a group of Palestinians, providing them with shelter, and delivering full support.

Key Features of the Humanitarian Decree

  • Ensuring social integration through temporary housing, medical care, and cultural and educational programs.
  • Establishing a Republican Committee to coordinate assistance, distribute guests across regions, and monitor integration while addressing challenges.
  • Individual social support plans for each family, under the supervision of the National Social Protection Agency and “mahalla” service centers.
  • Financial and living assistance including monthly allowances, housing rent coverage, birth and death grants, and the assignment of a dedicated social worker to each family.
  • Free education for Palestinian children until 2028, exemption from kindergarten fees, guaranteed immediate school admission, and full coverage of vocational training costs.
  • Comprehensive healthcare, granting Palestinians the same medical referral benefits as low-income families.
  • Employment and small business opportunities with vocational training programs and financial support for family enterprises.
  • Special funding via a dedicated donation and grant-based fund, supervised by the National Social Protection Agency.

Oversight and Implementation

Overall supervision is entrusted to the Prime Minister and the President’s Advisor for Strategic Development, while the General Prosecutor’s Office and the Social Inspection Authority monitor execution. Official identity cards for the guests will be issued within one month.

With this decree, Uzbekistan is offering more than humanitarian aid—it is embedding a state policy that places human dignity at the center of governance and turns values into tangible action, adding a bright chapter to its record of solidarity with Palestine.
