Tokayev described it as a modern “social contract,” ensuring fairness and equitable redistribution, reflecting a broader commitment to justice and inclusivity.

Tokayev acknowledged that low energy tariffs historically benefited the wealthy more than vulnerable populations. Looking to the future, Tokayev announced 2026 as the Year of Digitization and Artificial Intelligence, underlining Kazakhstan’s ambition to become a digital powerhouse. A dedicated AI ministry, two supercomputers, and a robust tech ecosystem aim to scale the country’s IT exports, which already reached approximately $1 billion in 2025.
