On 12 December 2025, the United Nations General Assembly, during its 80th session, unanimously adopted a landmark resolution entitled “International Year of Legal Literacy, 2027”, introduced by the Republic of Tajikistan—a move that elevates national experience into a universal human cause.

The resolution builds upon Tajikistan’s successful declaration of 2024 as the national Year of Legal Literacy, an initiative championed by the Leader of the Nation and President of the Republic of Tajikistan, His Excellency Emomali Rahmon. Recognizing the profound societal impact of that effort, President Rahmon proposed extending the vision to the global stage during the General Debate of the General Assembly, underscoring legal literacy as a cornerstone of justice, good governance, and sustainable peace.

The adopted resolution affirms that legal literacy plays a vital role in advancing human rights, enhancing public participation, and ensuring meaningful access to justice. It acknowledges Tajikistan’s national experience as a successful model, demonstrating how coordinated legal education policies can raise public awareness and strengthen the rule of law.

By proclaiming 2027 as the International Year of Legal Literacy, the United Nations calls for the mobilization of global efforts to:

  • Promote legal education at national and international levels, including integration into school curricula and professional training programs;
  • Expand access to legal information, particularly for women, children, and vulnerable groups, enabling them to understand and exercise their rights;
  • Support civil society and grassroots initiatives working in the fields of legal awareness and human rights education;
  • Encourage cooperation among UN entities, Member States, academic institutions, and civil society to share best practices and deepen global legal understanding.

This initiative marks a significant step toward building informed, just, and accountable societies, while highlighting Tajikistan’s constructive role in shaping global legal consciousness.
