On the sidelines of an international forum, the Chairman of the Roscongress Foundation held a press conference in which he highlighted the foundation’s role in organizing global forums and outlined Russia’s vision for strengthening cooperation with Africa through Egypt as a key strategic platform.

Press Conference Highlights Russia’s Expanding International Agenda

During a press conference, Alexander Stuglev, Chairman of the Roscongress Foundation, responded to a question from Al Diplomasiy in both Arabic and English, outlining the foundation’s activities and its growing role in organizing international conferences across key strategic sectors.

Stuglev explained that Roscongress organizes forums and conferences in areas such as energy, transport, and related industries, both inside and outside the Russian Federation, with a particular focus on cooperation with Africa through Egypt, given its strategic location and regional influence. He noted that the current summit represents the second edition in the organization’s history.

Egypt as a Platform for Russian–African Engagement

Stuglev emphasized that Egypt’s geographic position and historical ties with Russia make it a natural platform for engagement with the African continent. He stressed that Egypt’s role goes beyond hosting events, positioning it as a permanent hub for dialogue and cooperation between Russia and Africa in economic and strategic fields.

Transport Forum in St. Petersburg 2026

Looking ahead, Stuglev announced that Roscongress will organize an international transport forum in St. Petersburg in April 2026. He confirmed that Egypt will be officially invited to participate, citing its proven capabilities and experience in transport and logistics, which could further strengthen bilateral relations between Cairo and Moscow.

A 180-Point Action Plan with Africa

Stuglev revealed that Roscongress has developed a joint action plan with African partners consisting of 180 points, covering the period from 2023 to 2026. This framework, he said, underpins the second summit and prepares the ground for a third, while also serving as a mechanism to address potential crises or disputes. He noted that this role complements international institutions such as the United Nations.

Economic Returns and Operational Advantages

Highlighting Egypt’s economic potential, Stuglev stated that the country stands to gain direct economic benefits from hosting such summits. He pointed to the presence of the African bank and the Russian Export Center in Egypt, which facilitate financial transactions and streamline procedures, making Egypt an efficient operational hub for Russian–African cooperation.

Visa Facilitation to Boost Trade and Tourism

Stuglev called for exempting businesspeople from paid visa requirements, particularly small and medium-sized enterprises, restaurants, and service-sector operators. He argued that such measures would enhance bilateral trade, encourage entrepreneurship, and contribute to increased tourism flows between the two countries.

Cinema and Soft Power in Bilateral Relations

The interview concluded with a question from Al Diplomasiy about the possibility of Roscongress contributing to the production of a large-scale cinematic film portraying the historical relationship between Egypt and Russia. Stuglev confirmed that the foundation supports and promotes such projects, especially those related to national heritage, not only in Russia but also across African countries, including Egypt, recognizing the importance of soft power in strengthening long-term partnerships.
