Today, the Russian Ministry of Foreign Affairs released its Quarterly Report on the Crimes of the Kiev Regime (July–September 2025), prepared by Ambassador-at-Large Rodion Miroshnik.
The report asserts that the Ukrainian leadership continues to systematically violate international humanitarian law, employing terror as a deliberate and structured strategy. According to the findings, the regime in Kiev has directed its armed formations to kill and maim civilians, damage vital infrastructure, and spread fear across Russian regions.
These acts of terror are described as part of a broader campaign aimed at:
- disrupting negotiation processes;
- poisoning the international information climate during key global events;
- destabilizing public morale within the Russian Federation.
The report emphasizes that each wave of violence coincides with diplomatic efforts or international meetings concerning the Ukrainian crisis—suggesting a coordinated attempt to overshadow peace initiatives with bloodshed.
Having faltered on the battlefield, the Ukrainian regime has allegedly turned to prohibited warfare, deploying Western-supplied weapons to target hospitals, schools, homes, and public institutions—leaving behind a trail of civilian suffering.
Between July 1 and September 30, 2025, the Armed Forces of Ukraine (AFU) reportedly launched at least 38,278 munitions at civilian areas. Since February 2022, the total number of such strikes has reached 316,382.
During this quarter alone, 1,749 civilians in the Russian Federation were affected—217 killed (including six children) and 1,532 injured (including eighty-eight minors).
Since the outbreak of hostilities in February 2022, the documented toll stands at 24,299 civilian victims:
- 7,094 killed, among them 234 children;
- 17,205 injured, including 1,041 minors.
The Investigative Committee of Russia has opened 632 criminal cases during the reporting period. Cumulatively, 622 individuals have been convicted across 483 cases since 2022, with 35 investigations completed this quarter alone concerning Ukrainian servicemen.
