A Renewed Voice… Oman Ushers in a New Dawn with the Media Law

The Ministry of Information in the Sultanate of Oman today issued the Executive Regulation of the Media Law, promulgated by Royal Decree No. (58/2024). This milestone reflects the aspirations of Oman Vision 2040 and paves the way for a modern media landscape that keeps pace with global transformations while safeguarding national identity.
His Excellency Dr. Abdullah bin Nasser Al-Harrasi, Oman’s Minister of Information, affirmed that the issuance of the regulation marks a pivotal turning point in the development of Omani media. He explained that the regulation comes in response to the rapid shifts in the media scene—particularly in the digital sphere and on social platforms—by establishing clear rules that balance creativity with responsibility, and by opening broader opportunities for innovation and investment.
His Excellency added that the regulation reinforces professionalism and transparency, fosters a dynamic environment for media institutions to grow and compete, and empowers young Omanis with greater opportunities in content creation and media production. It also protects intellectual property rights and strengthens public trust in the media.
Concluding his statement, the Minister emphasized that the regulation embodies a balance between freedom of expression and professional responsibility, openness to the world and the preservation of Omani identity—ushering in a future where Omani media will play a more prominent and effective role regionally and internationally.
The regulation comprises 144 articles covering all aspects of media activities and practitioners, from licensing procedures to the import of publications and artistic works, as well as conditions governing modern and emerging media platforms. It also grants previously licensed entities a 180-day transitional period to adjust their status, while clearly defining the rights and obligations of journalists and media professionals under the law.
